YouTube's 2027 monetization rule change
The bar for getting paid on YouTube roughly doubles on 1 February 2027. If you are starting a channel now, this is the rule you will actually be judged by.
On 1 February 2027 the bar for joining YouTube's Partner Program roughly doubles. New channels will need 8,000 watch hours instead of 4,000, or 20 million Shorts views instead of 10 million.
If your channel already earns money, nothing changes for you. If you are starting now, you will almost certainly be judged by the new rules.
Exactly what changes
| Requirement | Now | From 1 Feb 2027 |
|---|---|---|
| Subscribers | 1,000 | 1,000 — no change |
| Public watch hours (12 months) | 4,000 | 8,000 |
| …or Shorts views (90 days) | 10,000,000 | 20,000,000 |
There is also a brand new rule for keeping Shorts money: 10 million Shorts views every 90 days, forever. That is not a one-off target you clear. It is a treadmill you stay on.
What a watch hour actually is
A watch hour is 60 minutes of people watching your videos. It is not 60 minutes of video uploaded.
If 60 people each watch one minute, that is one watch hour. If one person watches for an hour, that is also one watch hour. YouTube counts the total time watched across everything you have published, over the last 12 months.
This is why video length matters so much. A long video collects watch hours far faster per viewer than a short one.
How many views 8,000 hours really means
8,000 hours is 480,000 minutes. Divide that by how long your typical video is:
| Your videos are | Full views needed | Realistic views needed* |
|---|---|---|
| 3 minutes | 160,000 | 320,000 – 480,000 |
| 8 minutes | 60,000 | 120,000 – 180,000 |
| 15 minutes | 32,000 | 64,000 – 96,000 |
| 25 minutes | 19,200 | 38,400 – 57,600 |
*The middle column assumes people watch the whole video. Nobody does. Faceless content commonly holds 30–50% of viewers, so the real requirement is about two to three times higher. We are not going to pretend to know your retention — that is exactly the number no public API will tell us.
Why short videos get hurt most
Look at the table again. A channel making 25-minute videos needs about 19,200 full views. A channel making 3-minute videos needs about 160,000 — more than eight times as many, for the same reward.
The Shorts route got worse, not better
On paper there are two doors. In practice one of them is much narrower than it looks.
20 million Shorts views in 90 days is roughly 222,000 views every single day for three months. Clear it, and the reward is a revenue pool paying about $0.03–$0.10 per 1,000 views. Then you must keep hitting 10 million every 90 days or you lose it again.
For nearly every faceless creator, the long-form door is the better one — even though its number doubled too.

Common questions
What are the new YouTube monetization requirements for 2027?
From 1 February 2027 a new channel needs 1,000 subscribers plus 8,000 public watch hours in 12 months, or 20 million Shorts views in 90 days. The watch-hour and Shorts numbers are both double what they are now.
Does this affect channels that are already monetized?
No. YouTube's announcement says existing partners are not affected.
Do I have to accept new terms by 31 January 2027?
Several news sites say so. YouTube's own post does not set that deadline for existing partners, and we could not find it in any primary source. Trust YouTube's wording.
How many views is 8,000 watch hours?
It depends entirely on how long your videos are. At 8 minutes it is about 60,000 full views; at 25 minutes about 19,200. Nobody watches a whole video, so realistically multiply by two or three.
Is it easier to go the Shorts route?
Almost certainly not. 20 million views in 90 days is a very big number, and the reward is a pot that pays roughly $0.03–$0.10 per 1,000 views. You then have to keep hitting 10 million every 90 days to hold on to it.

You now know the formula. The inputs are the hard part.
The 2027 bar is a watch-hours bar, and watch hours depend on how long videos in your niche naturally run. That one characteristic decides whether you need 32,000 views or 160,000 to get paid at all — and it varies enormously from niche to niche.
ScoutNiches is the input table: 152 faceless YouTube niches, each scored on RPM anchor, saturation, measured trend, AI-production fit, startup cost and demonetization risk — rebuilt daily from the official YouTube API, with the arithmetic behind every score shown.
